THE CALLS TO DISPATCH

Michelle Steen worked at HRM dispatch. She first spoke to Francesca Rogier during the afternoon of Saturday, July 26, 2008. At the time, Francesca was acting on instruction from Scott Hughes at HRM Legal Services (through her lawyer, David Green, to ask for an animal control officer to come to the pound so that she could visit her dog, Brindi. HRM had seized the dog days earlier. Michelle relayed the request in to Animal Services, and invited the concerned dog owner to stay on the line while she waited for a response. They ended up speaking for 45 minutes, during which Michelle checked the animal control reports on Brindi.

As she later testified in court, the four-year veteran dispatcher told Francesca she didn't understand why Brindi was seized, as nothing in the report warranted it. She told Francesca she felt badly and wanted to help her. When Animal Services refused to the visit request, Michelle invited Francesca to call her whenever she was on duty. She assured Francesca that the dispatch calls were never recorded.


Meanwhile, Animal Services continued to deny Francesca access to her dog for the better part of two years, although there is no by-law or policy forbidding it. During that period, the two women spoke a number of times, when Michelle was on night duty. They never met. They only spoke about Brindi and animal control. The dispatcher volunteered whatever information she had about the case.

On September 14, 2010, a mishap occurred between Brindi and another dog. The other dog owners, Katie and Tyson Simms told Francesca their dog was okay, but they vowed to call HRM anyway. (They did not mention that Katie's maiden name was Pettipas.) As Katie later testified, when Francesca begged her not to do it, because HRM would do anything to have Brindi killed, the woman yelled out, "I don't give a f--- about anybody else's dog but my own!" In a state of panic, Francesca thought of calling Michelle, who turned out to be on duty that night. No report had come in, but they spoke at length. Francesca phoned back to check again around 1 am, and again on Sept. 16, 2010.

  1. So this masterpiece makes it sound like there was a incident that took Brindi to the pound and then another incident that is causing this current problem. Not a mention of any of the other problems that Fran caused, notice I say Fran and not Brindi. Yes the dog attacked many times, but it has always been the fault of the owner and not Brindi. Does it really matter who's dog Brindi attacked? Isn't it the fact that she repeatly attacked that is the problem? Fran likes to put the blame on Michele for Fran's lies. Fran is an educated woman with a few years on her, what part of lying does she not get? She uttered the lies, she chose to. Can't she ever take responsibility for herself?

  2. It is never ever her fault and everyone is out to get her. Your absolutely right it doesn't matter who the owners one bit; totally irrelevant. Smoke & mirrors.

  3. I guess Fran expects the gullible to swallow this one on Brindi Justice:

    The truth behind the smears - what HRM doesn't want you to know: Among other things, that a switchboard operator with four years of experience in animal services dispatching, was opposed to the seizure, detention, and planned euthanization of Brindi from day one - so opposed, in fact, she made a fateful suggestion on the night of Sept. 14, 2010,

    This woman can unbelievably twists things so far out of proportion it is hard to believe a word she says. Now she want us to believe it is Michelle's fault. (((Suggestions))) are NEVER FATAL, but ACTIONS can be. Brindi is where she is SOLELY because of Fran, nobody else, bottom line & it is on tape in Fran's own words. If Brindi had her muzzle on she wouldn't be in this dire situation. Who didn't put the muzzle on Brindi? FRAN

    1. Just to clarify the facts, Ms. Simms did NOT testify that she yelled out, "I don't give a f--- about anybody else's dog but my own!". I believe this statement was presented in court by Ms. Rogier and Ms. Simms did not recall making this statement.

  4. All I can say on that Fran should count her blessings,because if I was in Mr.Simms place Brindi would of been dead on the spot,as I walk with a big club.NO DOG will attack me on a PUBLIC HIGHWAY or my dog while on a leash!
